Subject: Immediate Action Needed: Assign SB 45 to Committee and End Illegal Steer Tailing

Dear [Senator Last Name / Governor Pritzker],

I am writing to express serious concern over the continued inaction on steer tailing in Illinois and the failure to move SB 45 forward.

Steer tailing is an inherently cruel practice that causes severe injury and distress to animals, and these events violate existing Illinois state law. Despite repeated outreach from animal advocates, these violations continue unchecked, and concerns raised by the public have gone unanswered.

SB 45 must be removed from assignments and formally assigned to a committee so that it can be debated, heard, and voted on. Allowing this bill to stall procedurally enables the continuation of illegal animal abuse and undermines Illinois’ animal welfare statutes.

If you are a State Senator:
I urge you to co-sponsor SB 45, publicly support a ban on steer tailing, and advocate for its immediate assignment to a committee.

If you are Governor Pritzker:
Animal advocates have repeatedly called on your office for leadership on this issue. I urge you to publicly support SB 45, demand enforcement of existing law, and ensure this bill is advanced out of assignments and into committee without further delay.

Illinois law is already clear. What is missing is political will and accountability. Continued silence sends the message that illegal animal cruelty is being tolerated.
